The Saskatchewan government and the PFRA cooperated in the administration of the distribution systems provided for by the PFRA’s program of dam construction. The Consul project was administered directly by the PFRA. Water user districts created under legislation passed by the Saskatchewan government administered the Vidora, Middle Creek and Spangler projects. The Spangler Water User Association was later renamed the Lodge Creek Water User’s Association. Don Trumpour was the secretary of the association from its creation to 1979 and his daughter, Jean, was secretary until 2005.
